Unlawfulness in the society

In a unique world, where flora and fauna live in a specific way because they follow the rule of nature. Most of the intelligentsia of the world has accepted that human is the best creature on the earth. But.. 
"My question is if it is the best creature then why they need external law other than nature's rule book to follow for the survival in the world"? 
To run a nation in a systematic way , there is a need of law i.e either constitutional or religious. 
In our country i.e India, there is democracy and written Constitution as well, even though there is unlawfulness in the society. 
I would like to ask a question.
Q. Why is there corruption?
Ans:- It is there due to failure of law and order, for personal benifit. Now it became a social problem i.e at Panchayat level. And we are the part of it either directly or indirectly. 
Reason behind unlawfulness in the society :-
- As per the Supreme Court, the surety of punishment is absent in the country.
Surety vs Severity
In our country, we are even more focused on severity of punishment than surety of it. 
We can see in Nirbhaya Case, recently all the rape accused were hanged. But do you feel that we are not going to have such issues again? SC had given a severe punishment but what about the other rape victims in India. I appreciate that verdict. But, Do all rape victims are getting hanged? There are many politicians have been involved in such cases. What if there was surety of punishment for every citizens who perform that act. It may reduce the number of such cases in our country. 
2. Very long procedure of a case. 
Even a very small case takes long duration to get it fixed. 
3. Improper Internalization
We are not being taught in the formative years about the basic rules. For example :- Kids are being taught in school about walking on zebra cross during the red light symbol in traffic lights 🚦. But they are not being taught about basic laws like Income tax bill payment, they even don't know the basic profit and loss of paying income tax. 
We have seen nowadays it is in trend, when our President, Prime Minister or any ministers vote they show their mark on finger that they had voted for the nation, after seeing it people get motivated and they vote. Why don't the celebrities or ministers or business tycoon do show their income tax receipt with their photo, may it bring change in paying taxes for the nation's growth. 
4. Police force are lacking. 
5. Functionaries are lacking. 
6. Laws are complex, so many loop holes. 
It is a big challenge for a democratic country. Most of the time it is seen that the convicted murderer get out of the prison easily. All laws are ineffective there. In our country most of the people in the jail are either poor with backwards or rich who stay there for the safety of their life. They stay inside the prison with luxury. 
7. Voice of conscience is absent. 
As Mahatma Gandhi said :-
we should talk about the legitimacy of law instead of the legality of law. 
Our conscience is not aligned with the law. 
 8. Over regulation, overlapping of laws in the Constitution. 
For example:-  In our Constitution it is written that India has no religion. Rules and regulations are there in the Constitution with separate article, then I think addition of the word Secular is making it superfluous. There are many such examples, 
     9. Laws are for collective benefit. 
According to Immanuel Kant
Formula of universal law of morals, whatever we are doing is morally correct only if some other will perform the same act and we accept it morally. Before doing anything we should ask from ourselves that if the same act is done by others, do I accept it? If yes then it is a good work. 
Broken Window Syndrome :-
It is a phenomenon, by which if a single person start something, others in the society follows it. 
It is said that in a city, there was a building whose window were of glasses. If someone broke the single glass of the window, after sometime all the glasses will be broken. 
In India, this syndrome can be observed anywhere. 
For example :- we had seen in building's corner, if a single person spit there after few days it changes into spitbin. Same thing happens with throwing garbage on road and many more examples of it in our country. 
One more example, we have seen common tendency of V.I.P that they don't follow the rules like they don't wear seat belt of the car during travel. Common people learn from all such things and it gets worse. 
Things to be done to make people follow the laws :-
- Work on Infrastructure :-
As we had discussed that people throw litter because there is no litterbin, dustbin, spitbin etc. And with proper instructions, how to be used. 
- Update laws :-
By updating laws morals as well as ethics will be changed. If it doesn't change then they sounds anachronistic. 
For example:- Article 377 - LGBT rights, it was not legal in India but time has changed, we were not recognising their issues earlier and it was unethical too on that perspective. But it has been changed by the verdict of the Supreme Court. 
Same happens with Article 497 - Adultery by the verdict of the Supreme Court. 
It is also legal etc. 
- Required Attitudinal change
- Persuasion, to follow willingly (not Coercively)
- Value education at younger age
We can go for value education to the children. Many a times the teacher tells the students to save electricity and sometimes it follows and sometimes it is not. But during school trip, if it is planned to take them to the power grid and show them, the pollution by coals to produce electricity and load, the labour behind it. The students may understand it that why they have to save electricity. They will easily understand why there is a need of plantation. Same could be done with save water programme. 
In schools there should be teaching of how to be the part of country's growth from early age. 
- Role of media :-
There is a big role of media in our country to change the thought process of general population. 
There should be numerous debate on women empowerment, violence, Equality, gender issues, critical thinking etc. 
"If women are seen as commodities, then violence is the outcome".
- Education System :-
Teachers have to be social change agent. 
ASHA members are working in villages at ground level for female education and it has very effective results in the society, but we need the male volunteers too, to do the same work for male at ground level. 
Way ahead :-
As we all know, generally it is seen that 'the rules are for Commons', but we are the responsible for the same act. We are living in a democratic country and we only have made them V.I.Ps. And in a democratic country we all are equal before the law. so, we have to raise our voice for partiality within the nation on the ground of not following the same laws.
We have to educate the population of our nation,  raise voice wherever the discrimination is happening. 
We all are equal before the law, and we all are same before the God.
